the notice proposes three main objectives.
first, the proportion of new energy vehicles in the new and updated vehicles in the pilot areas has increased significantly, and the proportion of urban public transport, taxi, sanitation, postal express, and urban logistics and distribution areas has strived to reach 80%.
second, build a moderately advanced, balanced, intelligent and efficient charging and replacement infrastructure system, significantly improve the service guarantee capacity, strive to increase the proportion of public charging piles (standard piles) to the number of new energy vehicles (standard cars) in the public domain to reach 1:1, and the proportion of charging facilities in the expressway service area is expected to be no less than 10% of the small parking spaces, forming a number of typical comprehensive energy service demonstration stations.
the third is to establish and improve the intelligent transportation system, green energy supply system, and new information and communication network system to adapt to the innovative development of new energy vehicles, so as to realize the efficient interaction between new energy vehicles and the power grid, and the integrated development of new energy vehicles and transportation, communications and other fields. the application of new technologies such as intelligent and orderly charging, high-power charging and rapid power change has been effectively expanded, and new technologies such as vehicle-network integration have been fully verified.
at the same time, the notice proposed four key tasks.
first, improve the level of vehicle electrification. the promotion objectives of new energy vehicles should be scientifically and reasonably formulated, diversified scenario applications should be carried out according to local conditions, and the promotion and application of new energy heavy trucks should be encouraged in specific scenarios such as short-distance transportation, urban construction logistics, and mining sites, so as to accelerate the scrapping and upgrading of old vehicles to new energy vehicles, and accelerate the promotion of comprehensive electrification of vehicles in public areas. support the innovation of business models such as electricity exchange, financial leasing, and "separation of vehicles and electricity".
